Ballina Shire Council: How to use your scooter

Mobility scooters on the right path

Mobility scooters make it easier for less mobile people to get to everyday places like the shops, appointments, and social outings. If you use a scooter, it’s important to understand how to do so safely and responsibly.

Know the rules

Under the NSW Road Rules:

  • Mobility scooter users are considered pedestrians.

  • You don’t need a NSW driver’s licence to operate one.

  • Mobility scooters must not travel faster than 10km/h.

Basic skills you’ll need

To use a scooter safely, you should have:

  • Strength – to steer and control the scooter.

  • Balance – to stay steady on hills or uneven ground.

  • Coordination – to use the accelerator, brake, and steering smoothly.

  • Good eyesight – to see and avoid people, vehicles, and obstacles.

  • Perception – to judge your speed and distance from others.

Safe riding tips

  • Plan your route and use footpaths or shared paths wherever possible.

  • Ride at walking speed (around 2–3km/h) in busy areas.

  • Stay left and give way to pedestrians.

  • Keep away from shopfronts to avoid people stepping out suddenly.

  • Cross roads safely at pedestrian crossings or refuges.

  • Always approach kerb ramps straight-on, not at an angle.

  • Slow down before turning or crossing driveways.

  • Avoid steep hills where possible – they use more battery and can strain brakes.

  • Make sure you’re visible to drivers and pedestrians. Use a flag, reflectors, and wear bright clothing.

  • Secure bags and parcels so they don’t unbalance your scooter or block your view.

  • Remember that your scooter’s performance and stability may change depending on the surface you’re riding on – check with your supplier if unsure.

  • Be aware that your health or medications might affect your ability to use the scooter safely. If in doubt, talk to your doctor or pharmacist.
